Administrative Discharge Proceedings for Same-Sex Bed-Sharing?

I suspect there's more to this story than meets the eye, but an article in the Washington Post claims that a 21-year-old male sailor is facing an administrative discharge after his roommate reportedly (statements included) found him sleeping in boxer shorts in the same bed with another male sailor at a base near Charleston, South Carolina, in February. The Navy is apparently deeming this "unprofessional conduct" that falls under dereliction of duty and denies that the actions are a means of attempted to discharge Petty Officer Third Class Stephen C. Jones for homosexual acts.

The other individual, Petty Officer Third Class Brian McGee, accepted lesser corrective measures (presumably, nonjudicial punishment at Captain's Mast or some lesser discipline, given the recommendation in the paperwork).
