Navy Recognizes Challenges of Sexual Assault Prevention

Here's the latest report on one of the hottest topics in military discipline right now.  This one details the special concerns and challenges the Navy faces in preventing and investigating sexual assault allegations.  Many of the findings aren't new to seasoned practitioners--most victims are young, junior enlisted sailors.  However, the estimates of the numbers of sexual assault victims never cease to alarm me.  In this study, the estimate is that 20% of female sailors are sexually assaulted at some point during their careers.  That's frighteningly high.
